The General Council is the highest decision-making organ of the Regional Organization after Congress. In accordance with the statutes in force, "it is responsible for monitoring the activities of the Regional Organization and for implementing the decisions and resolutions of the Congress".
For two days, trade union leaders, representatives of the affiliated organizations, representatives of sub-regional organizations and representatives of the Youth Committee discussed important issues relating to the functioning of ITUC -Africa. These include activity, financial and audit reports with addition to the 2017-2018 action plan submitted by the ITUC-Africa General Secretariat.
The 17th meeting of the General Council of ITUC-Africa was held on 12 and 13 October 2017 in Lome at the headquarters of ITUC-Africa (Fopadesc Center).

Discussions on the activity report 2016-2017 presented by the Secretary-General Comrade Kwasi Adu-Amankwah focused on issues on Human and Trade Union Rights, Organizing, Youth Work, Social and Economic Policy, Social Protection, Gender Equality, Climate Change, . Communication, Africa Trade Union Development Network – ATUDN and the Africa Labour Research and Education Institute – ALREI and the inclusive participation of all sub-regions.
The General Council also approved the affiliation of three new trade union organizations to the ITUC-Africa family. These are the Trade Union Confederation of the Private, Parapublic and Informal Sectors of Benin (CSPIB), the Confederation Syndicale Humanisme (CSH) and the General Union of Free Trade Unions of Togo (UGSL).
The General Council also retained the dates of 27 and 28 November 2019 for the next ITUC-Africa congress. The General Secretary was mandated with the selection of the venue and theme of the congress. He will then inform the General Council after various consultations with all the stakeholders.
It should be noted that this year’s General Council meeting marks the 10th anniversary of ITUC-Africa. To this end, an exhibition of photographs, videos, books and publications retracing the 10 years of activity of the ITUC-Africa took place in the evening of 12 November at ITUC-Africa headquarters.
