We, representatives of African trade unions, global union federations from public services, energy, mining, transport, agriculture and industry; progressive policy community, and social movement organisations, convened in Dar es Salaam, Tanzania, from August 4th-7th, 2025, for the historic strategy conference themed: New Energy for Africa – Universal, Debt-Free, and Climate Secure.
It was noted that Africa contributes approximately 4% to global emissions, yet suffers disproportionately from climate disasters: rising temperatures, droughts, floods, and food insecurity. Given the well-documented failures of COP28 which produced lofty declarations without action and COP29 with inadequate climate finance, we demand the AGN and African Union put forward/advance bold and uncompromising positions at COP 30 in Belém.
Our Vision
We commit to a transformative energy future for Africa, one that is grounded in:
1. Public ownership and control of energy-related assets;
2. Liberation from the endless cycle of debt and exploitation;
3. South-South cooperation to build climate resilient societies.
Participants committed to forge strategic alliances among trade unions, civil society, and progressive policy groups around three strategic goals:
1 Reclaim and Restore Public Energy Systems
We reaffirm commitment to UN Sustainable Development Goals, particularly SDG7 on universal energy access and clean cooking by 2030, SDG8 on decent work and economic growth, and SDG13 on climate action.
We demand:
• African governments reject pro-privatisation policies (such as the Mission 300 program) that have been shown to perpetuate energy poverty.
• Mobilise support for “reclaim and restore” public pathway alternatives to expand electrification.
• Neoliberal energy laws be repealed immediately.
2. End Debt and Neocolonial Exploitation: No “Just Transition” Without Justice!
We reject an extraction economy that traps Africa at the bottom of global value chains.
We demand:
• Industrial sovereignty: High-value manufacturing of clean technologies in Africa.
• Public investment: Governments must use fiscal sovereignty to procure technologies and build quality public services.
3. Build African Unity and South-South Solidarity for Global Public Goods
We echo UN Secretary-General Guterres’ call to strengthen governance of global commons and public goods.
We demand:
• A radical overhaul of the multilateral financial system.
• Rejection of private capital, de-risking, and blended finance—tools that deepen inequality and weaken states.
• Unconditional technology transfer and publicly driven development.
Solidarity with Palestine: Stop Weaponising Essential Resources}
We condemn Israel’s genocidal assault on Gaza, where deliberate destruction of water and energy infrastructure has killed Palestinians through dehydration, disease, and denial of medical care. This calculated weaponization of essential resources constitutes a war crime. We demand an immediate ceasefire, end to the blockade, and accountability for these atrocities. Palestine’s liberation is inseparable from our struggles for social and economic justice.

We urge unions, communities, and progressive forces worldwide: Endorse this declaration and join our struggle for a debt-free, climate-secure, people-powered Africa.
Our campaigns will reclaim Africa’s energy and mineral wealth for public good—not private profit. Together, we will block privatization, expose corporate capture, and win the future Africa deserves.
